David R. Milich, Ph.D., Chairman

Dr. Milich is a VRISD founder and currently serves as Director and Chairman of the Board. His career in the biomedical research field spans 3 decades and includes 150+ peer reviewed publications and cumulative extramural awards in excess of 20 million dollars. He is regarded as an international expert in the field of HBV immunology, having made several seminal contributions to this research area.

Randall Horton, Director

Mr. Horton was recruited to the VRISD Board in the spring of 2004. He currently serves as an Oceanside Planning Commissioner and is employed as a financial analyst with the US Justice Department. Prior to his tenure at the Justice Department, Mr. Horton held elected office, serving the city of El Centro as Treasurer and Mayor. His community service record includes serving on other non-profit boards, the most recent being a founder of Special Friends Foundation, an organization dedicated to the care of special needs adults. VRISD is pleased to have such a community minded individual with a strong financial background on our Board of Directors.

Terry Dillman, Director

Mr. Dillman currently serves VRISD on the Board of Directors as a director. He comes to VRISD with extensive business experience in the mortgage and construction industries.
